I don't want to take sides in this argument, but I'd like to say I think BOTH these major number changes were made too carelessly. - IMHO, the increment of the major should have been mentioned with a "HEADS UP" in the freebsd-current list. It wasn't apparently even said in the commit log for the change. - changing it back should have been made following the same rules.
