Before installing a new config try this: sendmail -bt -C /etc/sendmail.cf (assuming you've already moved it, but I wait until it's tested before I move it!) and run it through some test that'll hit the changes you made. If you don't see it working, then your changes are probably not what you thought and are not working. Everytime I modify and rebuild my sendmail.cf I go into test mode and run it through some standard patterns.
