If I get your "static" right this already is the default
behaviour of "arp -s"ed entries:
----- man 8 arp --------------------------------------------
...
-s hostname ether_addr
Create an ARP entry for the host called hostname with
the Ether- net address ether_addr. [ ... ] The entry
will be permanent unless the word temp is given in the
command. [ ... ]
...
----- man 8 arp --------------------------------------------
