I'll take one newbie. 
While doing this manually, you could have a comment column in the
volunteers list.  My entry for volunteer list could read:
 EMAIL :COUNT :PHONE :HOURS & TIMEZONES :NEWBIE :ADMIN COMMENT :NEWBIE COMMENT
 jhs@freebsd.org : 1 : +49.89.268616 : 10.00-11.30,14.00-18.00,GMT+1 \
	:prefer newbie with domain *.de \
	:write in English so i can relay difficult queries to world.

COUNT would be a decremental count of newbie `places' available.
