Based on your analysis I initially thought Vultr incorrectly include Hyper-V
devices in the VM's config. Later I found this on the affected VM:

```
# sysctl kern.vm_guest
kern.vm_guest: hv
```

I can confirm that by dmesg log from verbose boot (FreeBSD 13.2).

This is interesting. Not all hypervisors of Vultr are KVM.
