I really wonder why SSE is the only instruction addition that has to be
expicitly enabled in the kernel config. 3dNow and athlon-dsp
instructions work without special kernel vars. So what is the big
difference for sse?

As you've already said, the kernel knows about the availability of SSE
in this sysctl var. So why this option ?
