I ended up not removing the per-vt-modes, but created a M_USER mode, which
when activated via the new VT_RESIZE ioctl, sets all consoles to that
mode/rows/cols. Changing to an M_USER mode vt, via vt switching is now
basically a no-op. This means that provided you don't enable
per-vt resolutions after a VT_RESIZE you are safe.
