For the record I'm using FreeBSD 14 as host, with various guests, one of which if FreeBSD 13.0 release. In it my user is member of the wheel group and I'm using XFCE with no problems. In that guest at present I have additions 6.1.20 or 6.1.18 (I use it on two different hosts) and don't see nay of the described issue. Having just tested the update the host virtualbox is 6.1.22. During testing I also installed additions 6.1.22 in a FreeBSD VM. I have never used saved states though. One thing to note is that using mismatched additions is not really supported by the upstream.
