Add ALTQ_IGB kernel config option

A minimal patch to separate enabling ALTQ on igb(4) from ALTQ globally.  Th=
is
patch is a workaround for bugs in the igb(4) driver that result in system
crashes when IGB_LEGACY_TX is set, as ALTQ on igb(4) requires IGB_LEGACY_TX=

This allows easy configuration of ALTQ on systems containing igb(4) interfa=
ces,
but which don't actually need to run ALTQ on igb(4).
