It seems to me unclear that absence of a _CPC object does necessarily indicate
that CPPC is not supported at the processor level.  AMD's APM does not seem to
imply that there should be some collaboration between the platform and the CPU
to use CPPC.  In other words, programming the CPU directly should be enough.
