Yes. As I am not a commiter, could you commit them?

Not all parts.  I have checked 1) gif over ipv4 is working, 2) ah/esp
transport mode for ipv4 is working.

This is my mistake.  Please see the mail sent by Sumikawa that ID is
<20010905.131643.15831593.sumikawa@ebina.hitachi.co.jp>.  I think he
will commit needed changes later.
