At an application level, I resolved this by:
$ dconf write /org/mate/desktop/interface/gtk-theme "'BlueMenta'"
(caveat: dconf require X11 $DISPLAY, which is a whole new pain)

I was using the "TraditionalOk" theme which was causing the display to jump=
 up
and down. All the other themes I tried appeared to work fine.
