Could then this be documented in
file /usr/src/tools/build/options/WITHOUT_INSTALLLIB, possibly the same
way as in /usr/src/tools/build/options/WITHOUT_TOOLCHAIN? It does not
tell 'The option does not work for build targets' currently.
