Do you want to create a *new* country code TLD or register under a country code TLD. For the former you need to send the template (the regular one) to iana@iana.org, I see that .sc is unassigned. For the latter see http://www.isi.edu/div7/iana/domain-names.html#Country Code Domains for a list of the iso3166 domains and their contact information.
