This message looks like it is produced if auth_hostok fails (it can also be produced if login_access fails, but I don't think we use that code). That function checks the access rules in /etc/login.conf (and also in the database /etc/login.conf.db if it exists). Check the contents of login.conf to make sure it is sensible and if you have a login.conf.db remove it, to make sure the parameters aren't being read from that. David.
