I setup a Flexible Bandwidth Control Host(FBC)
to limit bandwidth,

      net0       net1            +--- host-1

Here is my setting,
kernel file

ipfw add 90 pipe 1 ip from [host-1 IP] to any
ipfw add 90 pipe 2 ip from any to [host-1 IP]
ipfw pipe 1 config bw 128Kbit/s
ipfw pipe 2 config bw 128Kbit/s
