I have spent many usless hours looking at Freebsd.org, google.com and 
yahoo.com in an attempt to find a ftpd that I can cap / choke the 
outgoing bandwith.

Do you know of any such animals?

Reading the man pages for ftpd is like trying to read and understand 
Klingon.
