The Linux people have been working on this. There are at least two
versions of RADIUS enable login and one of RADIUS enabled PPP (using PAP).

If you just want to go ahead on your own, there is the Merit distribution
of the RADIUS server which includes some client code that they use for
testing. You can find it at either ftp://merit.edu or ftp://ftp.merit.edu

To do this right, i.e. include the logoff events, you would also need to
modify telnetd, rlogind and pppd.
