15414 is a non-issue, simply the result of the man page being a little
unclear and the originator not verifying his assumptions before
sending in his PR.

15737 is IMHO a very good idea. Go ahead and commit, but don't forget
to post a HEADS-UP and have it mentioned in UPDATING and the release
notes, since it changes the default behavior of syslogd.
