The easiest way to get all that to happen is to go into single user mode and then back up into multi, but AFAIK hosts and resolv.conf should get reread the next time something calls the resolver, without needing to actually do anything. Depending on the changes you make to rc.conf, you might also be able to do things like use ifconfig etc to make changes to a running system. Also, newbies isn't the place to ask these questions.
