That's correct. Looks like the commit in question affects POWER9 due to the
huge number of CPUs but on POWER8 it looks like a different root cause. If I
find something worth noting I'll update this BZ. After Nathan reverted the
commit all is working again on POWER8 boot (and I guess on POWER9 as well).
