You are probably right, some of the older cards can only run at 4Mbps
and wont tell you any different and 16Mbps cards usually autodetect
and report correctly.

Matthew why dont you change the default speed to 4Mbps and add the
ios88025.h file to your website (since you seem to be the keeper of
the iso code), unless someone has objection?  You should also 
probably clip out lines 17-46 in if_iso88025subr.h since they are
now duplicated.
