The s2 map in /usr/share/misc/keycap.pcvt is claimed to be ISO 8859-1
but some national characters are in fact CP850. The source to this file
is called keycap.src and is located somewhere in the pcvt source tree.

Hellmuth Michaelis suggested to send a PR about keycap.src in pcvt to
both NetBSD and FreeBSD.
The existing s2 map is supposed to be ISO 8859-1 but some characters are
not (it's CP850). But the f1 map applied on sweden2 will fixit.
