Counting me, that makes three. Based on personal experience, just go ahead and do it. I tried your approach when I tried setting up a UK FreeBSD user group. Response from the mailing lists was apathetic. Then Lee Johnston did exactly the right thing, and set up some mailing lists and a website and announced that the UK UG existed.
