An 'encumbrance is a legal term of art for anything that affects or
limits the title of a property, such as mortgages, leases, easements,
liens, or restrictions. Also, those considered as potentially making
the title defeasible are also encumbrances. For example, charging
orders, building orders and structure alteration.

encumbrance \en-KUHM-brun(t)s\, noun:
1. A burden, impediment, or hindrance.
2. A lien, mortgage, or other financial claim against a property.


So, what Marc is saying is he would LIKE to encumbrance GPL software,
and affect or limit the title of a property..
and inforce a burden, impediment, or hindrance on all software.

WoW....... Isn't this what Gates wanted done to the user groups of the
early 80's ?
