I think its either in terms of seats protected or per CPU if you're running with servers (I could be wrong). The French operation only just started in July so they're still trying to catch up. The UK office is the original and HQ. To be blunt, I'd suggest phoning the UK office directly and asking for the International Sales team and point out your lack of communication from the French office.
