It's head does not explode, Terry.  It serves no useful purpose at all
to spread this kind of FUD on the mailing lists.

In checkout mode, the server simply wins and your local mods go away.
If it is crashing for you then most likely you have been using the
"-s" option without heeding the very explicit and clear warning in the
man page.

Otherwise it is a bug which you have never reported to me, the
maintainer of the software.

Your complaint about the language tools being too big to use might
have been reasonable in 1996, but it looks pretty silly these days.
There are numerous commonly-used software packages which are much
larger.

There are ports and packages for the Modula-3 tools which are just as
easy to install as any of the other ports and packages.

And if you aren't willing or able to learn a new programming language
then you could at least take the trouble to report any bugs you find,
INCLUDING full information which would enable me to reproduce them and
fix them.

I do agree it would be nice if CVSup could check out the current
sources and import them onto the vendor branch of a local
repository.  That has been on my desired feature list for a long time.
Unfortunately, I don't see myself having time to implement it in the
near future, unless the economy falls apart to the point that I don't
have any paywork to do any more. :-)
