FWIW, I did cp -R /etc/ssl /var/unbound/ and also tried cp -R /etc/ssl/ /var/unbound, but no luck. I definitely didn't just copy the links because= I no longer have symlinks in /etc/ssl/certs/. After a401c8cb2, certctl rehash now installs the files from /usr/share/certs to /etc/ssl/certs rather than creating symlinks.
