Sounds like you didn't read /usr/src/UPDATING. I'm not sure when PAM became a part of the base system, but I do recall tons of problems with early 4.x releases when people forgot this: 20010112: Important new FreeBSD-version stuff: PAM support has been worked in, partially from the "Unix" OpenSSH version.
