Log:
* don't setup README.docs. It's developers resource.
* use ${INSTALL} directly instead of ${INSTALL_DATA} to preserve
exec permissions for scripts
* add post-install target to display pkg-message
* rewrite pkg-message to give minimal quick setup instructions
