I just commited on ipsec-tool's HEAD a patch which detects if we only
have netipsec/ipsec.h.

This patch seems to be ok, but I currently can't upgrade my
FreeBSD-HEAD station to test it (well, I could, but I'll lose acces to
it if I have any problem....).

If someone can test it *very quickly* and confirm it works, I'll
include the patch for ipsec-tools 0.7.0 Release (we're already
checking that it doesn't break anything on other kernels, including
FreeBSD 6.x).
