The manpage documents that -p only builds a package when a port is updated or installed. It seems your installation is doing otherwise. I can confirm the correct behaviour here on 6.0-STABLE with the current version of portupgrade as well as a previous version 20041226_8. Can you please repeat the problem and make available a full log? It might be a good idea to use the --verbose flag as well. Is there anything of interest in your pkgtools.conf? Pkg_cutleaves is _not_ a dependency of portupgrade. What does cd / usr/ports/sysutils/portupgrade && make all-depends-list show? Can you think of any other changes to your ports tree, configuration or environment that might be related to this problem?
