Is pfsense doing any kind of tcp reassmebly/resegmentation, or header
normalization?

As tuexen@ already stated, the packet dump you provided is a perfectly vali=
d,
properly formatted minimum size ethernet frame, and the two bytes of (ether=
net)
padding should not interfere with any IP or TCP processing at all.

Can you provide how the packet looks like after pfsense?

But this appears not to be a TCP stack issue, IMHO.
