[This bug was found on 12-STABLE and 13.1-RELEASE but there was no commits =
to
the gjournal related to the bug so I think this affect all versions of
FreeBSD.]

"gjournal stop" not working because after stop it immediately raised again
because of autodetection (?) of changed device tree. Device tree changed
because of(?) "gjournal stop" touching a device tree at least for removing
".journal" device.
