Yes, HTTP_REFERER.

visiting 

http://www.fccc.edu/users/muquit/

shows the same behaviour and there is a FAQ item on these 888,888
(BTW. muquit seems to have a mail answering automaton that send you
an automatic mail pointing to the FAQ :-)

The answer can be found in item 3 of:

It's a problem of the browser (netscape 4.0n2 in this case)

One can change this strict behaviour by setting the strict flag to 0
in /usr/local/etc/www/Counter/conf/count.cfg
