What would it take to switch all the remaining users of libncurses to
libncursesw?  I'm not suggesting removing libncurses, just avoiding it
in base.  The relatively recent switch to require libncursesw for vi is
a minor pain on small embedded systems.

I had attempted to work around this with WITHOUT_NCURSESW since vi
already had an option for /rescue support but that's been broken in two
separate ways in the couple months since I merged it a couple months ago.

I don't understand the issues with switching the libraries well enough
to just do it, but would be happy to do the work if they are explained.
