Argh.  Previous message got swallowed by this stupid DOS box.

Anyway, what I wanted to say was that to really be an effective
release engineering engine, you have to have tracks pointing to where
you want to go and how you go about getting there on a day-to-day
basis.  Saying what NOT to do is important, but it's only a very small
component of the problem.  People do not thrive in an environment where
their only guidance is negative reinforcement for their "mistakes".
