It is expected the same for GTK3 and GTK4, when new version comes. You could either use this scheme, or create every port twice. Much more complicated, this also means maintenance of 60 ports instead of 30. As both versions were almost the same, just with different tarballs and some small adjustments, it is much easier this way. I think at the time, there were no FLAVORs, I think, yet. At present, GTK3 should be the default version. If stated otherwise (maybe in some comment), it is an error.
