Have a look at:
ftp://ftp.freebsd.org/pub/FreeBSD/releases/alpha/4.0-RELEASE

The latest snapshot is 4.0-RELEASE

Floppies at:
	ftp://ftp.freebsd.org/pub/FreeBSD/releases/alpha/4.0-RELEASE/floppies/

Read
	ftp://ftp.freebsd.org/pub/FreeBSD/releases/alpha/4.0-RELEASE/INSTALL.TXT

And read the bottom 1/2 of
ftp://ftp.freebsd.org/pub/FreeBSD/releases/alpha/4.0-RELEASE/HARDWARE.TXT
for alpha-specific hardware docs.

Primarily because nobody has written them. If you'd like to write
some web pages for the alpha port, I'm sure the docs peoeple would
appreciate it.
