This is a misfeature of cvsup, imho, I'm sorry you think so. I did it that way for backward compatibility with sup. If I hadn't made it compatible, I never could have persuaded anybody to try the software. Also, there are situations (e.g., maintaining local modifications in your repository) where delete should not be used. So it really needs to be an option.
