I found this by accident on our wiki:
Re-roll and bring in the Eifel detection originally submitted by Jeffrey
Hsu.

* Eifel detection has the potential to improve network performance,
in those cases where TCP has erroneously gone into slow-start to recover
from apparent congestion.
* Xin Li's patch
So I have taken some time to do that.
A new version of the patchset that is adapted to our latest -CURRENT
code can be found at:

Note that this version has not mixed with the Early Retransmission
change as found in DragonFly.
