Nothing is wrong. Your ISDN switch is sending information elements (IEs)
that FreeBSD's I4BSD subsystem cannot recognize. Too lazy too look up
what code 39 might be, however it is perfectly safe to ignore it.

Probably I4BSD should silently ignore unknown IEs rather than yelling.
