Not according to http://www.freebsd.org/ports. It states quite clearly that ports only support the latest -current and -stable and specifically explains that you have to apply one of the upgrade packages to use /usr/ports on systems earlier than 4.x-STABLE before June 4, 2000. To make matters worse the 4.0 upgrade package has been pulled. So there's not much point in my submitting a PR is there! Paul.
