I've looked at test09 and think it's failure is a result of
https://svnweb.freebsd.org/changeset/base/289863. The test calls fmemopen with
the append flag set, then tries to seek on it. I'm not sure what the correct
behaviour is, other than it seems to have changed.

This is not arm64 specific.
