Looking at the packages https://pkg.freebsd.org/FreeBSD:11:amd64/release_0/=
All/

I see 2 trafshow packages,=20

xz
https://pkg.freebsd.org/FreeBSD:11:amd64/release_0/All/trafshow3-3.1_7,1.txz

which contains the same manpage file "trafshow.1.gz". Apparently, the older
trafshow3 won when I update man.cgi.

I think the correct solution is that trafshow3 should rename the manpage to
avoid a clash, e.g. /usr/local/man/man1/trafshow.1.gz to
/usr/local/man/man1/trafshow3.1.gz
