Can you try later versions of qemu (in particular 4.x.x-RC* series) to see =
if
the issue is reproducible there.

I am going to hazard a guess that the best first place to diagnose/isolate =
this
issue is upstream with QEMU

A complete verbose boot log might also prove handy.
