I’m avoiding replying to yesterday’s comments because the discussion has gone
off-topic with respect to this PR. Please open new PRs for the issues you’ve
identified (I see several), and add me to each discussion so I can respond and
help resolve them individually.

I think we’ve also run into an instance of the "XY Problem". To avoid this, I
previously proposed a simple "protocol" for describing problems:

The first step is to clearly identify the level at which the problem occurs:

 - environment
 - ncurses
 - libbsddialog
 - portconfig

Once the level is identified, concrete examples can be discussed, for example:

 - PuTTY and NCURSES_NO_UTF8_ACS.
 - the environment not providing screen height and width.
 - passing variables to portconfig.
 - etc.
