Have you tried using a Berkshire Watchdog card in the server? Once FreeBSD goes through the shutdown, the machine should go into an "inert" stage. At that time, the timer on the Berkshire card should go into effect and without seeing any activity, the card should time out and reboot the machine on it's own.
