the "install" target.

I'm not sure why you want to do this.  fake-pkg is (despite the name --
I should have called it differently) not a packaging target.  (Well
it's a "fake", I know. :)

NO_PACKAGE is meant for ports that we can't distribute binary packages
due to some restriction (export law, licensing, etc.).  The fake-pkg
target, on the other hand, registers the port you just installed on
YOUR system, and there is no reason why NO_PACKAGE should preclude it.
