It's set on startup by the /etc/rc file, and yes, it does by default include
/usr/local/lib, but not on a real dynamic basis.  On startup, the directories
you'll see mentioned are scanned for shared libs, and a file in /var/run 
called ld.so.hints carries info as to where to find stuff.  If you add a 
library, and you're using a recent version of FreeBSD (this has changed 
not too long ago) you can get ldconfig to re-scan and merge in hints about
libs you've added.  This is all put down in the ldconfig man page, and 
perhaps a reread with this info will make more sense to you now.
